    ADVERTISING; RockBill Magazine Makes Its Debut

    A major event Monday night, at least so we are told, was the distribution of the first issue of RockBill magazine, a Playbill-size publication, that was given out free in 70 ''showcase'' nightclubs that have live rock music entertainment.
    It is a venture of Jay Coleman, 32, who started Rockbill, a marketing outfit for companies anxious to tie in with the music of today.
    In addition to giving away 500,000 copies of RockBill at the clubs, subscriptions will be sold for it on commercials that will appear on MTV, the music television cable network, as part of a trade-off deal that will get the network not only pages of advertising but also program listings in the magazine in exchange.
    The magazine will only carry full, four-color bleed ads at ,500 each.
